The event relied on the presence and support of the Vice president, with whom Relaf held a meeting. From Relaf’s point of view, in Peru there is currently scenery that offers the possibility of a new stage for local participants who, with a high level of support such as of the Vice president, can plan developments and adaptations in the country which has serious problems in relation to childhood institutionalization. Relaf supports and promotes these changes and as it did in 2011, as well as being present in the field when required from the beginning of the next year.

Parallel event on the Guidelines during the Third Special Committee with a high level of delegation in New York, USA

The parallel event on the Guidelines was carried out on the 10th of October thank to the support of the Permanent Mission of Brazil before the UN, the ONG Group on CRC, UNICEF and their allies. Their aim was to commemorate the two years of the Guidelines on alternative modalities for the care of children’s existence and to generate a space for debating on the best way to reinforce its execution and application.

Relaf participated in the management of this event due to the fact that, as everyone knows, the promotion and effective implementation of the Guidelines is a task Relaf has been committed to since its process of production was being completed.

As was highlighted in UNICEF’s press communication about the event, the Guidelines are the first international framework which embraces international governments and organizations, civil society, the private sector and professionals who are directly or indirectly involved with the organization, lending or provision of child attention outside of the home. They are aimed at helping to avoid separation, ensuring adequate attention and formulating systems of childhood protection to offer the most vulnerable children support in the most adequate environments for their needs.

Relaf continues working to achieve the effective implementation of this important international document. If this task unites actors and organizations from around the glove we want to highlight that amongst them, the Brazilian government is still the leader of initiatives, firstly of establishment and now for making the application of the UN Guidelines effective
